350 bed extra care village – Daventry District Council

Working on behalf of Crown Care and as part of a team of consultants, NKA Public Affairs provided the public affairs lead on the planning and engagement with local government, providing the direct routes and engagement with Daventry District Council. Meetings with the Chief Executive, officers of the senior leadership team and local members.

The project was a 350 bed extra care village, an initiative entirely new to the local authority, requiring support from the local authority, the County Council strategic health commissioners, as well as securing the support of the local community.

Work included meetings with local government officers, health care commissioners, community engagement days to provide information to local residents to ensure they understood the proposals and the benefits of the scheme.

NKA contributed to the development and production of all consultation documents for the planning process. Work included community engagement, political engagement, strategic communications, and ensuring strong and positive relationships with the local authority at every level. The result of the programme of activity was navigating the planning process and securing a successful planning outcome at the planning committee for a retirement community, providing a much needed housing option for older people in the Daventry area with a variety of care option, including an 80-bed care home, a 72 bed extra care scheme, with 227 over 55 apartments and 10 retirement bungalows.

Middlemore Continuing Care Retirement Community, Daventry, Northamptonshire:

Over a period of two years in 2016/2017 Nick Kemp assisted IDP to secure Planning Approval for an ‘exemplar’ 307 home Continuing Care Retirement Community (CCRC), which includes a 93 bed care home at Middlemore, Daventry, Northamptonshire.

Nick thoroughly researched the Daventry Local Authority and the political affiliations of all members and their voting history on ‘social housing’ and ‘care for the elderly’ issues. Nick considered Daventry Borough Council within the context of Northamptonshire County Council, and the interface of elected members; their portfolios and Committee memberships. He prepared a Public Affairs Strategy that could be immediately embarked upon, without infringing on due process prior to the Planning Application being submitted. Nick researched ‘older care’ provision within the Borough and in the County, and liaised and corresponded with local community groups.

As a respected Local Politician in his own right, he was able to approach Local Politicians in an appropriate and respectful manner, observing all the necessary protocols where appropriate to broker discussions and presentations. These one to one opportunities enormously assisted IDP and their Client to develop and evolve their proposals for a continuing ‘Care and Retirement’ community. Throughout these interchanges, Nick was careful to maintain all necessary Local Authority democratic protocols whilst openly and honestly approaching members who requested further information briefings leading up to the Planning Application submission.

Nick organised appropriate discussions with local Journalists and brokered reasoned and balanced debate on the local radio stations. Throughout the process IDP and their Client Ladhar Group were confident in Nick’s careful and balanced advocacy.
